I tried disabling all plugins, default active theme but the error still occurs, can’t delete payment method in my account.

Error due to conflict with some settings in Jetpack plugin you installed, I disabled this setting to fix the problem

You need to grant permission to upload image files to the vendor.
Use the User Role Editor plugin to add permission to upload photos to the vendor: https://wordpress.org/plugins/user-role-editor/
