Edit menu for smarphones

Good day,

How can edit the menu for smartphones or tablets?

I mean the menu that is displayed at the bottom when the screen is adapted to a phone
and additionally I want to skip the shopping cart icon that appears at the top in the header when the screen size is a phone.
