We use SVG images for this effect. So to change the color of this svg decor please download the svg image: https://demo.leebrosus.com/petpuzzy/wp-content/themes/petpuzzy/assets/images/elementor/img-decor-1.svg
then edit the svg file -> change color: https://prnt.sc/xgweia78hHX0
-> Upload to your site -> Get link image
-> Add custom css:

.elementor-widget-image.petpuzzy-img-decor .elementor-widget-container:after{
background: url('your-link') no-repeat !important;
}
